It is mustahabb for those performing tamattu` and present in Mecca – as well as for Meccans – to enter into ihram on the Day of Tarwiyah and commence Hajj. They do the same actions as they did when entering into ihram from the meeqat, such as bathing, applying perfume, wearing a sarong, etc. This is the position of the majority: the Hanafis, Shafi`is, and Hanbalis. This is the chosen position of Ibn Hazm of the Zahiri school. It is also the position of a group of the Salaf.
